Thanh Cong Phan is the founder of Elite Law Corporation, a Victoria, British Columbia-based law firm specializing in business immigration. He advises entrepreneurs, start-ups, and multinational corporations on navigating Canada's immigration framework, establishing and expanding businesses in Canada, and developing immigration strategies that support innovation and investment, with a particular focus on high-growth and technology-driven ventures. He also serves on the Board of Directors of the Canadian Immigration Lawyers Association (CILA).
Prior to founding Elite Law Corporation, Thanh practiced at the Toronto office of a global immigration law firm, where he advised multinational clients across a broad range of industries, including information technology, management consulting, engineering, manufacturing, and food and agriculture.
Thanh's practice encompasses the full range of Canadian corporate immigration matters, including Start-up Visa applications, Labour Market Impact Assessments (LMIAs), free trade agreement and international mobility applications, intra-company transfers, employer compliance, inadmissibility matters, and strategic workforce mobility planning. In addition to immigration law, he advises businesses on corporate structuring, market entry, and business establishment in Canada.
Thanh holds a PhD in Law from the University of Victoria. He is an Adjunct Professor of Immigration and Citizenship Law at Queen's University and the University of Victoria, Faculty of Law. He has also taught Canadian Public Law and Constitutional Law at Osgoode Hall Law School.
Beyond his legal practice, Thanh is actively engaged in professional and community service. He regularly provides pro bono legal assistance to members of the Vietnamese community in Canada and has supported the Consulate General of Vietnam in Vancouver and the Embassy of Vietnam in Canada on immigration-related matters. He is committed to advancing excellence in immigration law through legal education, professional leadership, and public service.
